The 'Covfefe Act' is now a thing that exists, because of course it does

Today in "things we really wish didn't need to happen," Democratic Representative Mike Quigley has introduced the Covfefe Act. 

No, we're not kidding.

The Illinois congressman shared a statement on his website on Monday morning explaining that the Presidential Records Act has been expanded to include any social media posts shared by the President of the United States, not just posts shared from the official @POTUS accounts.

According to Quigley, the "COVFEFE" Act stands for "Communications Over Various Feeds Electronically for Engagement." (Niiiiiiiiiiiiice. Very well done, guys. Super clever.)

The name of the act is clearly a reference to the infamous Trump tweet, in which the president shared the non-existent term "covfefe" with his millions of followers, deleted it, and then had his press secretary announce that "the president and a small group of people know exactly what he meant."

The letters, which are likely just a meaningless misspelling of the word "coverage," sparked a trove of conspiracy theories, and were even added to the Words with Friends dictionary, so it only makes sense that they would now literally inspire a congressman to take action.

Essentially, the bill alters the existing Presidential Records Act to ensure anything that falls under the term "social media" will now be eligible to be documented and archived. 

Though the official @POTUS and White House Twitter accounts have been archived in the past, Trump often tweets from his personal account, which was not previously referenced in the Presidential Records Act.

Now, thanks to the Covfefe Act, all those Trump Twitter rants and misspellings will be preserved, regardless of whether or not they're deleted.

"In order to maintain public trust in government, elected officials must answer for what they do and say; this includes 140-character tweets,"Quigley said in a statement. "President Trump’s frequent, unfiltered use of his personal Twitter account as a means of official communication is unprecedented. If the President is going to take to social media to make sudden public policy proclamations, we must ensure that these statements are documented and preserved for future reference. Tweets are powerful, and the President must be held accountable for every post."  

That said, back in April, David S. Ferriero — head of the National Archives and Records Administration — sent a letter to Democratic senators Tom Carper (DE) and Claire McCaskill (MO) explaining in very little detail that the White House is archiving all of Trump's tweets, including the deleted ones.

With the newly implemented Covfefe Act, deleting the president's tweets, no matter where they are posted, will now be a violation of the Presidential Records Act, one that's "subject to disciplinary action."

With the new act at play, POTUS is definitely going to want to be a bit less hasty when sending out his 140-character statements. Might we suggest getting a grammar workbook or turning on your phone's spellcheck feature? And definitely no more tweeting before bed ... that's far too dangerous.

Back in March, Quigley also introduced the "Making Access Records Available to Lead American Government Openness" Act — or "MAR-A-LAGO" Act — as a nod to Trump's Florida property. The bill requires White House visitor logs (and logs where Trump regularly conducts official business) to be published, so the congressman doesn't seem to be backing down.

This is the real reason Snapchat's users love it so much

Snap's got a message for their haters, naysayers, and short-sellers pointing to their supposedly slowing growth: New users are overrated (especially when our existing users are so engaged).

At a time when Snap's stock is hovering at a disappointingly low $18 while Facebook rolls out copycat product after copycat product, Snap released two new studies on Monday showing who's using Snapchat, and why that is.

Snap's new research shows that engagement on the app's high, and influential, too—among other ways they demonstrate this, Snapchat (as they tell it) drives purchase intent, since most people chatting on Snapchat know each other.

The research comes after shortly a dreary headline from Fortune, "Snap Investors Should Be Very Worried About This Number," last week. An analyst surfaced data that Snapchat's iOS downloads plummeted over 40 percent, and total downloads fell 22 percent in the last two months compared to the year prior, according to app tracking company Sensor Tower.

So, let's say your an advertiser: How's Snap still worth your money? 

Nearly 60 percent of interactions on Snapchat are between close friends, according to a Snap-commissioned study by research firm Sparkler. That research is saying that you and your close friends are about three times more likely to influence each other to make a purchase decision, compared to celebrities, and your close friends are twice as influential as distant friends. 

Another data point from Sparkler says about 95 percent of people say they trust recommendations from close friends; 71 percent say they often buy similar brands as them; and 62 percent say close friends influence them to discover new brands. 

That idea of friends influencing friends comes in stark contrast to marketers using Facebook-owned Instagram (who tend to rely on celebrities as influencers, like traditional television commercials).

Of course, Snap's still got a long way to go to take a significant chunk from the online advertising pie. Facebook's expected to account for $16.33 billion of the display advertising market in the U.S. for 2017, according to eMarketer estimates, while Google's gonna take $5.24 billion. 

Snap's estimated to have $0.77 billion of that pie. It's a lot, but far from making a serious dent in the Facebook/Google duopoly, and it's especially not enough given that Snap blew through $2.2 billion last quarter. 

In other words: Snap needs more money. 

Good thing Snap's now making it easier to create ads. They just dropped their self-service advertising program in full, and launched a creative software suite that lets users create an ad for Snapchat in just two minutes. 

So, who's in this (apparently very engaged) audience on Snapchat who'll be seeing those advertisements? 

A separate study commissioned by Snap (and conducted by Greenberg Strategy) looked at when and where people snap. The most popular places shouldn't be much of a surprise. Snapchat users frequently use it at home (81 percent), at parties (81 percent), and at concerts (70 percent).

You're also more likely to see a kid snapping during school (64 percent) versus someone snapping during the workday (34 percent). Even more: About 86 percent  use the app to communicate with friends and family, and 43 percent used it to look for advice specifically on making a purchase. 

In other words, Snap's making it easy to buy ads for their highly-engaged audience (even though it's a smaller audience than the ones their competitors have). But is it gonna translate to more sales (and a higher share price)? Or do Snapchat's haters have a long life to go before the company can make them like your Snaps, and disappear them into the ether?

به گزارش فاوانیوز به نقل از فارس، قاسم خورشیدی در گفت‌وگو با خبرنگار بازرگانی خبرگزاری فارس، در مورد به تعویق افتادن اجرای طرح ریجستری تلفن همراه گفت: ستاد مبارزه با قاچاق کالا و ارز از طریق اخبار منتشر شده در رسانه‌ها از به تعویق افتادن این طرح مطلع شده است.
سخنگوی ستاد مبارزه با قاچاق کالا و ارز با بیان اینکه به تعویق افتادن اجرای طرح ریجستری موبایل برای چندمین بار توسط وزیر ارتباطات و فناوری اطلاعات اعلام شده است، افزود: در حال حاضر ستاد مبارزه با قاچاق کالا و ارز، پیگیر علت به تعویق افتادن طرح است و هنوز از دلیل این اتفاق مطلع نشده‌ایم.
وی در پاسخ به این سؤال که ستاد چه وظیفه‌ای در قبال عدم اجرای طرح ریجستری تلفن همراه دارد، گفت: بدون اینکه از دلیل مطلع باشیم، نمی‌توانیم پیش‌داوری کنیم، اما با پیگیری دلایل این اتفاق، قطعاً در این مورد داوری می‌شود.
سخنگوی ستاد مبارزه با قاچاق کالا و ارز در پاسخ به این سؤال که آیا وزارت فناوری و ارتباطات به تنهایی در رابطه با به تعویق انداختن طرح تصمیم‌گیرنده است یا اینکه ستاد هم می‌تواند در رابطه با این مطلب اظهار نظر کند و از تعویق طرح جلوگیری کند، بیان داشت: اجرای طرح ریجستری تکلیف ماده ۱۳ قانون مبارزه با قاچاق کالا و ارز است که در این قانون، شناسه‌دار شدن کالاها تکلیف دولت عنوان شده است.
خورشیدی گفت:‌ طرح ریجستری تلفن همراه، مشخصاً مصوبه ستاد و ابلاغ رسمی و کتبی ستاد مبارزه با قاچاق کالا و ارز است که تصویب این مصوبه با ریاست معاون اول رئیس‌جمهور و با حضور دستگاه‌های متولی انجام شده است.
وی افزود: مجموعه عملیات رجیستری هم یک عملیات سه‌گانه است و سه دستگاه اقداماتی باید انجام دهند که خروجی آن، طرح ریجستری تلفن همراه است.
سخنگوی ستاد مبارزه با قاچاق کالا و ارز بیان داشت: گمرک جمهوری اسلامی ایران، وزارت صنعت، معدن و تجارت و وزارت ارتباطات و فناوری اطلاعات در قبال اجرای طرح ریجستری تلفن همراه مسئول هستند، بنابراین باید ستاد دلیل به تعویق افتادن طرح مذکور را که برای چندمین بار اتفاق افتاده، سؤال کند.
خورشیدی اظهار داشت: ستاد مرکزی مبارزه با قاچاق کالا و ارز براساس ماده ۳ قانون مبارزه با قاچاق کالا و ارز، چهار وظیفه مشخص از قبیل سیاست‌گذاری، برنامه‌ریزی، هماهنگ‌کنندگی و نظارت برعهده دارد و به اعتبار وظایف نظارتی، حتماً می‌توانیم دلیل این موضوع یعنی به تعویق افتادن طرح ریجستری تلفن همراه را که از رسانه‌ها مطلع شده‌ایم را از وزارت ارتباطات و فناوری اطلاعات سؤال کنیم.
وی در پاسخ به این سؤال که اگر علت موجهی برای به تعویق افتادن طرح وجود نداشته باشد، چه اقدامی در این رابطه صورت می‌گیرد، گفت:‌ قطعاً اگر دلیل پذیرفتنی برای به تعویق افتادن طرح وجود نداشته باشد، ستاد تکلیف می‌کند تا وزارت ارتباطات و فناوری اطلاعات براساس وعده وزیر در مورد اجرای طرح ریجستری تلفن همراه که در نزد افکارعمومی ثبت و ضبط شده، طرح را به انجام برساند.
سخنگوی ستاد مبارزه با قاچاق کالا و ارز بیان داشت: اما اگر دلایل قانع‌کننده فنی در این مسئله وجود داشته باشد، طبیعتاً تصمیمات دیگری اتخاذ می‌شود.

Finally, Uber exec who wanted to stalk female journalists is fired

Emil Michael, an executive known to be very close with Uber CEO Travis Kalanick, is out at the ride-hailing company, the New York Times reported. 

You probably didn't know his name, but he was one of the most powerful people at the ride-hailing service used by millions over the world. Michael was the close confidant of CEO Travis Kalanick, and he served as the senior vice president of business, meaning he helped locked down all those big partnerships to make Uber the global tech giant that it is today.

His departure comes the day after Uber's board of director reviewed and agreed to all proposals made by an external investigation by former U.S. attorney general Eric Holder into the company's toxic workplace culture. Uber did not immediately respond to a request for comment. 

Michael leaving is the most high-profile removal of an executive at Uber in the wake of investigation, though it is far from the only one. He will be replaced by David Richter, Uber's VP of Strategic Initiatives, according to an internal email obtained by the Times. 

"David is an extremely talented leader and I have high confidence in his ability to drive the company forward," Michael wrote in the email.

But with the shakeup, the leadership at the top is extremely bare. 

Uber no longer has a COO, CBO, CFO, CMO or SVP of Eng and may temporarily not have a CEO.

Reports have also swirled around Kalanick and whether he will take a leave of absence for three months. No decision has been publicly announced.

Michael's removal is not that surprising after he became the face of several high-profile scandals at the company. 

Years before former Uber engineer Susan Fowler Rigetti wrote about her own problems with sexual harassment and discrimination at the company, Michael had suggested at a dinner, where BuzzFeed Editor-In-Chief Ben Smith was in attendance, that Uber should dig up dirt on female journalists who wrote about the company. 

At the time, Michael apologized, and Kalanick said that it would never happen. Michael remained at Uber. 

The scandals didn't end. In the wake of Fowler Rigetti's blog post, more allegations surfaced. Michael had allegedly attended an outing to an escort-karaoke bar on a business trip in Seoul. Michael had allegedly reviewed private medical records of a rape victim that were obtained by Uber's head of business in Asia, who is now no longer with the company.

It's not something to be proud about, and yet, Michael's farewell email is only full of boasts on his accomplishments, such as claiming to have built a diverse team.

"Beginning with my first day at Uber, I have been committed to building a diverse Business Team that would be widely recognized as the best in the technology world: one that is welcoming to people of all genders, sexual orientations, national origins and educational backgrounds," Michael wrote.

This isn't the only big change to come after the Holder investigation. The board apparently accepted all proposals, which will be presented at the company's weekly all-hands meeting Tuesday.

Binky is a fake social media app for antisocial people

Most people scroll through their phones on the train instead of looking at people

Social media is an ingrained part of modern life in 2017. Checking what's happening on Facebook, Twitter, and other networks throughout the day is a habit for millions of people, even if it's just to see how many likes that epic pic of your glow-in-the-dark donut is getting.

Of course, social media also has problems. For starters, there's the abundance of negative comments, trolls, and occasional harassment (let's not even get started on fake news and political filter bubbles). Even absent all that, there's a constant stress of staying connected lest you experience serious FOMO, and the pressure to always be share your best and coolest thoughts, photos, and updates.

Enter Binky: an app created for scrolling though something without looking at anything meaningful at all. A place to get the enjoyment of endless, repetitive scrolling without the emotional rollercoaster. 

Dan Kurtz tells TechCrunch created the app as a joke at first, but "the joke gets better the more serious I take it."

I decided to check out this joke, so I downloaded Binky on my iPhone. When I entered the app, it gave me a short tutorial about what to expect and what I could do as a user. I jumped right in and took a look at what Binky has to offer.

The content isn't anything wildly fun or crazy — just ordinary objects, people, and places displayed to keep you occupied. When scrolling, I came across photos of mountains, a cow, the Red Hot Chili Peppers, and actual chili peppers. The captions on the photos were literally just the name of the object in the photo.

The first thing I noticed was the reaction to liking a "bink." Instead of just a singular heart turning red on the screen like on Instagram or Twitter, Binky releases an explosion of stars that shoot across the screen in different colors whenever you, um bink something.

The app is a good place for meaningless scrolling, but it actually gave me quite a chuckle as well. I decided to take the next step and comment on a bink of a basil plant, and I quickly found that the app generates complete words for every letter you hit. 

This is the comment that appeared from me hitting random letters on my keyboard.

The last thing I did was try the re-bink option. When you hit the icon, a message box comes up saying, "Do you want to re-bink this bink? This doesn't do anything." When you go ahead with the action, a bunch of brightly colored thumbs fall down your screen before you return to the feed.

As the re-bink message states, the great thing about this app is that literally nothing happens when you use it. You don't have followers tracking your behavior on the app and there isn't a real person reading what you comment.

The app is built purely for the fact of scrolling on social media without dealing with actual social media. So the next time you're using your phone to avoid eye contact with someone or just want to scroll through something before bed, try Binky. It doesn't give you anything of importance, but that's the whole point.
